Unemployment insurance
In a market economy, unemployment insurance is an integral element of public policy. This policy includes the promotion of employment and material support of the populations, i.e., a certain percentage of compensation for lost income.
The process of formation and development of sistem of unemployment insurance took several decades in the developed countries. Its main stages in sufficient detail is reflected in international legal documents of the International Labor Organization, adopted over the last century, and generalizing the practice of creating this system in different countries over a relatively long period of time.
Born at the turn of the XIX and XX centuries, unemployment insurance actively put into practice of the majority of developed countries at the beginning of last century, with the active support of trade unions and by the end of 1940's has become an integral component of national social protection systems.
Although the experience of building such systems are diverse, and their basic parameters vary depending on the level of economic development of the country and public policy goals of employment, they accomplish the same task - preventing a sharp fall in living standards of citizens, who lost their jobs, maintain the standard of living of the unemployed in a socially acceptable level that allows them to focus on active job search.
The main parameters that distinguish the systems of unemployment insurance in different countries, are the conditions for entitlement to unemployment benefit, the allowance and duration of its payment.
